This is a Sources Sought only. The Department of Veterans Affairs (VA) is performing market research to assess the commercial marketplace for building and facility maintenance service contractors for the VA Pacific Islands Healthcare System (VAPIHCS). Responses to this notice will be used by the Government to make appropriate acquisition decisions. The general service area covers the State of Hawaii (all islands). However, services may also be required in Guam and American Samoa.

There is no solicitation document as this time. The NAICS is 561210, Facilities Support Services, with Small Business size of $38.5 million. The Department of Veterans Affairs is contemplating a multiple award indefinite delivery, indefinite quantity (IDIQ) contracts for up to five years in duration for building and facilities maintenance services.
A DRAFT Performance Work Statement (PWS) is attached. Please read through the DRAFT PWS before responding to this notice. If your company can provide ALL the mandatory services, please provide the information requested below:

Complete the attached Interested Vendor Worksheet. You must be able to demonstrate through this Interested Vendor Worksheet that you can perform all Mandatory service categories. You may submit more than one Interested Vendor Worksheet to demonstrate relevant experience for different service categories. Please also include a Worksheet for any Optional service categories (if applicable).
If you will not be the prime contractor for each service identified as Mandatory, please identify how you intend to complete the service (i.e. subcontract, teaming arrangement, JV). Please provide information about your subcontractor/teaming arrangement/JV that includes at least two projects in which they completed recent (within 3 years) and relevant (similar in scope) services.
If you do not currently have business operations in the State of Hawaii, please describe how you intend to fulfill the service requirements to include licensing/certifications of employees, performing services on various islands (i.e., Maui, Kauai, Lanai, Molokai), and responding to any emergency repair calls.
If you do not respond as instructed and the Government cannot ascertain your capability, your response will not be considered for socio-economic set-aside purposes.
Please note that your company must actually be able to perform these services. This is not a solicitation for brokerage or pass through services. Small business contractors will be required to comply with the Limitations on Subcontracting clause.

If you are responding as a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). All Contractors must be registered in System for Award Management (SAM) (see internet site: http://www.sam.gov).
