The City of Dryden currently owns and operates a municipally owned telecommunications network. The
City of Dryden under the Dryden Municipal Telephone System (DMTS) name, provides telecom services
to all residences and businesses inside the city, wireless internet services to the City of Dryden and
surrounding area, and cellular services to residents in Northern Ontario. While the City of Dryden
provides telecom services itself, its transport system will be open access. Open access is defined as allowing other service providers non-discriminatory access to the Citys transport network. Thus, it is imperative that any network transport system and subsequent cable architecture have the ability to support multiple service providers providing similar services simultaneously.
This RFP is for a software application that is specific to managing telecom plant assets and subscriber service related data. Billing and Provisioning are not a part of this RFP, but the proposed system will need to integrate fully and bidirectionally with the DMTS billing system and the City of Dryden ArcGIS Server v9.2 using an Oracle backend GIS system.
