FY20 Dual Band Radar BOA Order -Cyber Security and ElectromagneticInterference
The Naval Sea Systems Command (NAVSEA) intends to award a Cost-Plus-Fixed-Fee (CPFF) and cost-only delivery order on a sole-source basis under Dual Band Radar (DBR) Basic Order Agreement (BOA) N00024-18-G-5501with the Raytheon Company, Integrated Defense System of Tewksbury, MA for the procurement of cyber security analysis and software updates, electromagnetic interference testing, and safety certification in support of CVN 78, DDG 1000, and DDG 1001. The contemplated delivery order will be awarded pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (a)(2)(iii). Raytheon is the only company with the requisite expertise, knowledge, experience and facilities necessary to meet these requirements without unacceptable delays. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.
