The Naval Sea Systems Command (NAVSEA) intends to award a Cost-Plus-Fixed-Fee (CPFF) and cost-only delivery order on a sole-source basis under Dual Band Radar (DBR) Basic Order Agreement (BOA) N00024-18-G-5501with the Raytheon Company, Integrated Defense System of Tewksbury, MA for the procurement of cyber security analysis and software updates, electromagnetic interference testing, and safety certification in support of CVN 78, DDG 1000, and DDG 1001. The contemplated delivery order will be awarded pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (a)(2)(iii). Raytheon is the only company with the requisite expertise, knowledge, experience and facilities necessary to meet these requirements without unacceptable delays. Companies interested in subcontracting opportunities should contact Raytheon Company directly. This notice of intent is not a request for competitive proposals. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.
