VETERANS AFFAIRS GULF COAST VETERANS HEALTH CARE SYSTEM
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
FAR 6.302-1 41 U.S.C. 253 (c) (1)

The Gulf Coast Veterans Health Care System 400 Veterans Way, Biloxi, MS 39531-2410 requires technical support, disaster recovery, remote support, and software upgrades to support the GE MARS Version 8 program, which require justification for other than full and open competition.

The request is being procured exclusive of competition from a specific vendor.

3. This sole source request ensures the facility maintains compliance with security protocol and provides accurate data aggregation as it relates to analysis/editing of electrocardiographs. The estimated amount of the contract is $22,925.00, base plus four, one-year options.

The service is being procured under the authority of 41 U.S.C. 253 (c) (1), FAR Part 6.302-1.

5. GE Healthcare as the OEM is the only contractor that can provide services to support the proprietary software. One key specification in the agreement is the remote support feature. GE Healthcare is the only vetted vendor to have a valid Memorandum of Understanding (MOU)/ Interagency Service Agreement (ISA) with the Department of Veterans Affairs.

6. This requirement is synopsized in accordance with FAR Part 5.

7. The VA intends to negotiate directly with GE Healthcare on a sole source basis. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.

8. Market research was conducted.

9. Full and open competition will not be utilized for this contract due to the reasons stated in number 5 above.

10. Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements per FAR 6.302-1.

I hereby certify that the above is accurate and complete to the best of my knowledge. The technical personnel have certified that the Government s needs will be met without full and open competition for this requirement.

2. Contract Title: Sterilizer Maintenance Contract

3. Background: This is a reoccurring service agreement. The healthcare system s current software version is no longer supported and poses cybersecurity risks. This sole source request ensures the facility maintains compliance with security protocol and aid in providing more accurate data aggregation as it relates to analysis/editing of electrocardiographs.

5. Specifications/Characteristics:
Minimum technical specs must be provided

The contractor shall perform routine instrument maintenance and repair to manufacturer s specifications. The contractor shall provide and utilize procedures and checklists with worksheet originals indicating work performed, and actual values obtained (as applicable) shall be provided to the COR at the completion of the inspection/service. PMI services shall include, but need not be limited to, the following:

Technical phone support Monday through Friday 8 AM- 8PM EST

Reviewing operating system software diagnostics to ensure that the equipment is operating according to original manufacturer s specifications.

Disaster Recovery.

GE Healthcare Remote Support

Provide software updates to support the GE MARS Version 8.

The contractor prior to issuance of contract shall identify parts or components that are considered consumables.

Return equipment to full operating condition IAW the Conformance Standards.

Provide documentation of services performed.



6. Delivery.

Normal business hours of coverage are Monday through Friday from 8:00 a.m. to 4:30 p.m., excluding Federal holidays. All service/repairs will be performed during normal hours of coverage unless requested or approved by the COR. Contractor's representative shall check in with Biomedical Engineering upon entering the facility and shall sign in and out of the facility with Biomedical Engineering.

Preventive maintenance inspections will be performed Semiannually during the months of January and July (adjusted for the basic year, depending on Date of Award. Coordinate with COR). Inspections will be scheduled two weeks in advance with Biomedical Engineering.

Work performed outside the normal hours of coverage at the request of COR shall be billed at the prices listed in the schedule. Billing shall include service time plus travel and exclude parts as they are included in the contract. Work performed outside normal hours of coverage at the request of FSE shall be considered service during normal hours of coverage.
