Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to recondition, patch and restripe roadway markings to include roadway preparations/ sweeping prior to applying fog seal and incidental work at White Sands Missile Range (WSMR), New Mexico. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS 237310 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $500,000 and $1,000,000.

The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20190035 01/04/2019; Superseded General Decision Number: NM20180049; State: New Mexico; Construction Type: Highway; Counties: Dona Ana and San Juan Counties in New Mexico and The Wage Determination: General Decision Number: NM20190036 01/04/2019; Superseded General Decision Number: NM20180050; State: New Mexico; Construction Type: Highway; Counties: Catron, Chaves, Curry, De Baca, Eddy, Grant, Hidalgo, Lea, Lincoln, Luna, Otero, Roosevelt, Sierra, and Socorro Counties, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement.


Bid opening is 10 September 2019 @ 9:00 AM MST and completing contract performance 90 calendar days after notice to proceed under solicitation number W911SG-19-B-0006. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at www.sam.gov to receive a government contract award. Bidders shall register in SAM as well at www.sam.gov. Online Representations and Certifications Application (ORCA) must also be current to qualify to receive a contract award.
