FY19 Maintenance Dredging of Jamaica Bay Federal Navigation Project, Rockaway Inlet, New York

The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of portions of the Jamaica Bay Federal Navigation Project, Rockaway Inlet, New York. The dredged material would be placed at Rockaway Beach or the Historic Area Remediation Site (HARS). The proposed maintenance dredging would remove approximately 450,000 cubic yards (CY) of selected critical shoals from the Jamaica Bay Federal Navigation Project, Rockaway Inlet. Dredging would be required to a depth of -20 feet Mean Lower Low Water (MLLW) plus 2 foot allowable overdepth. The dredged material is expected to consist of sand.

The purpose of the proposed dredging is to maintain the authorized project dimensions, thereby assuring safe and economical use of the Jamaica Bay Federal Navigation Channel by recreational and commercial maritime interests while providing beneficial use of the dredged sand. Dredged sand would be placed at one or more of the following sites: Historic Area Remediation Site (HARS) or Rockaway Beach, subject to availability of funds. Dredged sand placed at the HARS would be used for environmental remediation purposes. Dredged sand placed at Rockaway Beach would replenish the shoreline and provide shore protection. Additional, multiple ocean-going barges and tug boats will be needed to perform the work during the dredging, transportation, and placement operations. The dredged material will be required to meet all federal, state, and local criteria of the government agencies with jurisdiction at the dredging and placement sites.


Once the contract is awarded, the contractor will be required to commence work within five (5) calendar days after receipt of the Notice to Proceed. In case of HARS placement, the contractor is required to maintain a production rate of at least 5,500 cubic yards per calendar day for the dredging, transportation, and final placement of the material at HARS. In case of Rockaway Beach Placement, the contractor is required to maintain a production rate of at least 4,000 cubic yards per calendar day for the dredging, transportation, and final placement of the material at Rockaway Beach. The presence of dredging equipment in the channel will impact ship traffic and it is necessary to maintain this production rate while minimizing the duration of this impact. There are no options to the contract.


The work is estimated to cost between $5,000,000 and $10,000,000. It is the intention of the government to award in September 2019 and the proposed work is anticipated to take place between October 2019 and January 2020.


Liquidated damages of $1,847.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete.


This is an unrestricted procurement.
