This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing to the Point of Contact(s) indicated below.


Construction Project:


The Corps of Engineers (USACE), Seattle District intends to solicit a Request for Quotes for a firm fixed price (FFP) contract for the Chief Joseph Dam Guard Rails Replacement Project in accordance with the statement of work (SOW). The purpose of this project is to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and perform all work in strict accordance with this SOW, all Federal, State and Local codes and regulations and all applicable industry standards for the purchase and installation of new guardrail and removal of old, damaged guardrail along Half Sun Way Road near the Chief Joseph Hatchery Visitor Center, located on the north shore of the Columbia River near Chief Joseph Dam (CJD), Bridgeport, WA 98813.


The guardrails are located along Half Sun Way Road on the north shore of the Columbia River was damaged due to automobile impact. The approximately 330-foot section comprised of galvanized, steel W-rail, terminal end treatments, and wood upright posts requires replacement.

The Real Estate office of the Seattle District verified that the Corps owns this stretch of road. There are legal easements for the state park and the orchard on the hill. Additionally, there is a flow rate reporting station used by the Seattle District Dam Safety Section that was protected by the guard rail, but that is now vulnerable to damage should another vehicle run off the road at this location. Through this PWS, the project intends to remove the existing guard rail and purchase/install new guardrail in kind.


The Period of Performance is 30 Calendar Days after the Notice to Proceed (NTP).


The Magnitude of Construction is estimated to be between $25,000 and $100,000. The resulting contract will be firm-fixed-price. The solicitation will be open to both large and small businesses.


Solicitation number W912DW-19-Q-0057 will be posted to the Federal Business Opportunities (FBO) website, www.fbo.gov, on 12 August 2019. The solicitation will be a Request for Quotes. Quotes will be due no sooner than 17 calendar days after actual solicitation issuance date. See the solicitation for details about quotes submission.


The NAICS code for this procurement is 237310, Highway, Street and Bridge Construction - highway and construction activities and the associated small business size standard is $36.5 in average annual receipts. The solicitation will be full and open competition.
