FY18-22 SHIP CONSTRUCTION OF FLIGHT III DDG 51 AEGIS DESTROYERS

The Naval Sea Systems Command (NAVSEA) intends to issue Request for Proposal (RFP) number N00024-18-R-2302 to Huntington Ingalls Incorporated (Ingalls Shipbuilding), 1000 Access Road, Pascagoula, MS 39568, and General Dynamics Bath Iron Works (BIW) 700 Washington Street, Bath, ME 04530 for a multiyear procurement for the construction of USS ARLEIGH BURKE (DDG 51) Class Guided Missile Destroyers and associated supplies and services.  This solicitation will be a limited competition between Ingalls Shipbuilding and BIW.  The associated supplies and services consist of: engineering change proposals, design budgeting requirements, Class Standard Equipment; on-board spares and repair parts; shore based spares; installation and checkout spares; equipage; fitting out services; associated technical data and reports; special tools and test equipment for Government test and checkout; messing and berthing facilities; and production support and industrial services related to ship construction.  If authorized by law and funds are appropriated, the scope of these contracts will be for construction of ten firm multiyear DDG 51 Class ships at a rate of two ships per year in FY 2018, 2019, 2020, 2021 and 2022.  Additionally, the Navy intends to establish Option ships in order to accommodate additional ships that may be appropriated by Congress.  Ingalls Shipbuilding and BIW are the only two shipyards with the current capability to build DDG 51 Class AEGIS Destroyers.  Additionally, Ingalls Shipbuilding and BIW are the only sources with requisite knowledge of DDG design, construction, and systems to efficiently and effectively construct these additional follow-on ships within the required construction period and perform the associated services.  The requirement contemplated is for FY18-22 ships.  The contracts will be awarded without full and open competition pursuant to 10 U.S.C. 2304(c)(3), Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services.  Companies interested in subcontracting opportunities should contact BIW and Ingalls Shipbuilding directly.
