**THE PROGRAM NAME HAS BEEN REVISED FROM SNLWS TO HIGH ENERGY LASER WITH INTEGRATED OPTICAL-DAZZLER AND SURVEILLANCE (HELIOS).**

Offerors are hereby notified that the Request for Proposal (RFP) for the High Energy Laser with Integrated Optical-dazzler and Surveillance (HELIOS) requirement N00024-17-R-5392 has been posted.


Information related to HELIOS requirement was previously posted under presolicitation notice: Surface Navy Laser Weapon System (SNLWS) Synopsis and Sources Sought Notice with the solicitation number N00024-17-R-5392. Please refer to this solicitation notice (N00024-17-R-5392) for the most current documents and information. All questions shall be submitted in accordance with the instructions found under Section L of this solicitation.


The HELIOS SSD and select J-Attachment addendums are classified SECRET which precludes NAVSEA from posting the document on the FBO website (https://www.fbo.gov). The Navy's Top Level Requirements (TLR) document, as well as numerous Section J Attachments, is marked Distribution Statement D and is available to interested U.S. companies upon request and approval. Only one copy of the TLR will be distributed per solicitation respondent.

Contractors interested in receiving these documents shall complete Attachment 1 (Terms of Use Agreement), Attachment 2 (Classified Material Request) and the DD Form 254 (Contract Security Classification Specification) attached to this solicitation notice, indicating a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability. In addition, companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information.


The above documents shall be submitted via email to the Contracting Officer, mike.kilbane@navy.mil, with a copy to the Technical Point of Contact, richard.gargano@navy.mil.


Once approved, the Government will issue a Terms of Use Agreement to the requesting company. The Terms of Use Agreement shall be signed and returned to the Contracting Officer. Upon receipt, the Contracting Officer will be able to provide the requested documents (classified documents will be mailed to the Contractor's Facility Security Officer). The Government will not provide sponsorship for new or upgraded personnel or facility clearances.


IMPORTANT: In order to be considered for contract award, each company must be able to receive classified documents up to the SECRET level. Therefore, prime contractors interested in bidding under any subsequent solicitation must be able to receive classified documents up to the SECRET level and must be a United States (U.S.) company or an independent U.S. subsidiary. Offerors must be a United States (US) company or an independent US subsidiary, although foreign contractors may act as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations (ITAR) and requires the issuance of an export license by the U.S. Department of State.
