The Strategic Systems Programs (SSP) intends to solicit and negotiate a contract on a sole-source basis General Dynamics Mission Systems (GDMS) (CAGE 3CX85),  located in Piitsfield, MA, in order to provide the following efforts in support of the TRIDENT II Fleet Ballistic Missile (FBM) Strategic Weapon System and Advance Weapon Control System: Specialized Tactical Engineering Services, Logistics Services and Fire Control SSP Alteration (SPALT) Services to develop, test, repair and maintain the Fire Control Subsystem and related support equipment in support of the existing TRIDENT II(D-5) strategic weapon system; Specialized Tactical Engineering Services, Logistic Services and Attack Weapon Control System (AWCS) SPALT services to develop, test, repair and maintain the AWCS Subsystem and related support equipment in support of the Tactical Tomahawk Weapon Control System (TTWCS); Research in the application of technologies to support TRIDENT II (D-5) Fire Control System; Research in the application of technologies to support Fire Control requirements for operations on the Common Missile Compartment (CMC) that is part of the U.S. Columbia Class Submarine program (COLUMBIA) and the U.K. Dreadnought Class Submarine Program (DREADNOGHT); Specialized Field Engineering services for installation and testing of strategic hardware onboard Ohio class submarines; Technical and engineering services to develop and implement a Temporary Alteration (TEMPALT) for the AWCS to demonstrate increased capability for TTWCS; Engineering services to develop the training program and documentation for the operation of the FCS onboard COLUMBIA and DREADNOUGHT; Field Engineering services to maintain the virtual missile training simulator at Strategic Weapons Facility (SWF), Bangor, WA.


This effort is inextricably linked and is a direct follow-on to SSP contract N00030-16-C-0005 with GDMS.  The impending FY 2018 contract will contain both U.S. and U.K. sponsored efforts starting in FY 2018, with optional line items available starting in FY 2019.  GDMS  is the only known source with the requisite design background, system knowledge and operational experience relative to the TRIDENT II Fire Control Subsystem and Advanced Weaoppon Control System capable of providing the required efforts within existing technical, cost and fleet schedule constraints. 



THIS PRE-SOLICITATION SYNOPSIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS.

The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of Federal Acquisition Regulation (FAR) Subsection 6.302.  The Government does not intend to use Part 12 for the acquisition. Interested parties may identify their interest and capability to respond to this requirement or submit proposals.  Again, this synopsis is not a request for competitive proposals.  All interest responses must be received within fifteen (15) days from the date of publication of this synopsis.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
