This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, "FY18 OMAF PN QZSK160003 Repair Ka'ala Road, Mount Ka'ala Air Force Station, Oahu, Hawaii," as described within this announcement.

The Government intends to issue a formal solicitation via a Request for Proposals (RFP) in accordance with FAR Part 15, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website located at https://www.fbo.gov/ on or about July 11, 2018.


Traditional hard copies of plans and specifications will NOT be available for this solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. It is the Offeror's responsibility to check for any posted changes to the solicitation.

Offerors must have and/or maintain an active registration with the System for Award Management (SAM) website. To register in SAM, go to http://www.sam.gov. All Offerors are encouraged to visit the FedBizOpps website to view other business opportunities.


The Government intends to solicit this requirement as an unrestricted procurement. The North American Industry Classification Code (NAICS) for this requirement is 237310 (Highway Street and Bridge Construction). The small business size standard for this NAICS code is $36,500,000 average annual revenue. The Government intends to award a firm-fixed price contract as a result of this solicitation.

Project Description: This project involves repairing and improving the paved road to the summit of Mount Ka'ala for the Air Force and the Federal Aviation Administration. Work includes, but is not limited to: vertical excavation, road realignment, asphalt and Portland Cement Concrete( PCC) paving, drainage improvement, guard rails, constructing a culvert and abutment wall repairs, constructing stream embankment(s), clearing and grubbing of stream bed, and hauling. The use of water and electricity will not be available.


The project magnitude is $10,000,000 to $25,000,000.


An organized site visit will be conducted at a date and time that is to be determined.


The Government intends to award to the Offeror whose proposal is determined to be technically acceptable and has the lowest reasonable price. Selection will be based upon evaluation factors which may include (a) experience, (b) past performance and (c) price.

Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507.
