FY18 Great Lakes Dredging Multiple Award Task Order Contract (MATOC)

This is a SOURCES SOUGHT notice.

This is NOT a request for proposals. The U.S. Army Corps of Engineers, Detroit District, is conducting market research to identify potential firms that have the capability to provide services under a possible future Multiple Award Task Order Contract (MATOC) that may be issued in support of maintenance dredging within the Great Lakes. The future solicitation will be structured as a MATOC and may result in the award of several Indefinite Delivery/Indefinite Quantity (IDIQ) construction contracts. The total cumulative amount of the contract shall not exceed $100 million and each individual task order will not exceed $6 million (however, the vast majority of the task orders are expected to be under $3 million.) Individual task orders will be competed among eligible MATOC awardees and will be awarded on a firm-fixed price basis. The MATOC will be used for maintenance dredging within the boundaries of the Corps of Engineers Great Lakes Districts, which includes the Buffalo, Chicago, and Detroit Districts. The purpose of this synopsis is to determine the interest, capability, and availability of qualified contractors to perform these services.

The North American Industrial Classification System (NAICS) code for this work is 237990, which has a small business size standard of $27.5 million in average annual receipts for dredging projects.

Estimated Time for Solicitation, Award, and Performance:

The contract is expected to be solicited and awarded in the second half of 2017. A Pre-Solicitation Notice will be published prior to issuance of any solicitation. Task orders would be issued over a three to four-year contract performance period, starting in 2018.

This is NOT a request for bids or proposals. This announcement is for planning purposes only to determine what pool of contractors is available, interested, and capable of performing the work.

All qualified companies are encouraged to respond, including small businesses, veteran owned businesses, service disabled veteran owned businesses, HUBZone firms, woman owned businesses, 8(a) firms and large businesses. Interested firms that have a current MATOC are also encouraged to respond.

The response to this notice shall be in summary format and shall not exceed ten (10) pages. Do NOT send an SF 330. Responses shall include:

(1) A fully completed Sources Sought Information Request Form, which has been included as an attachment to this notice.

(2) If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration.

(3) A letter from the firm's bonding company verifying its total bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in United States dollars).

(4) Past Experience - Provide a list of the last five dredging projects completed, to including each contract number, award date, dollar value of contract, project location, and point of contact name with contact information.

(5) Description of the firm's capacity to perform dredging work, including geographic span, logistics complexity, and project size.

(6) Whether or not your equipment is Coast Guard Certified.

(7) Whether or not the Silent Inspector system is installed and operational on any or all of your equipment.

(8) If your firm is a small business, provide affirmation that your firm can comply with the minimum requirement that 40 percent of the volume dredged must be dredged using a dredge owned by a small business concern.


NOTE: All responses must include an indication in part 4 of the Sources Sought Form stating which of the Great Lakes the company is interested in performing work. Select as many Lakes as applicable. Refer to the attached "Exhibit - Federal Harbors on the Great Lakes Harbor" for reference.


No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.

Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. Any solicitation or contract action that develops in association with this project will be published at a later date by a separate announcement.
