Introduction:

The Japan District of the U.S. Army Corps of Engineers has been tasked to perform market research and solicit the interest of prospective offeror(s) for a forthcoming Design-Bid-Build (DBB) requirement entitled, "FY18 DESC1805 Upgrade Fuel Wharf COMFLEACT Sasebo, Yokose, Japan". This announcement constitutes a SOURCES SOUGHT NOTICE and will ONLY be used for preliminary planning purposes. The intent of this notice is to gauge interest, capabilities and experience of members of the Construction Community to identify sources capable of performing the required work and assist in the Government's acquisition planning. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The Government will not pay for any information provided in response to this notice. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice).


Project Information


Project Title: FY18 DESC1805 Upgrade Fuel Wharf


Project Location: COMFLEACT Sasebo, Yokose, Japan


Project NAICS: 237990, Other Heavy and Civil Engineering Construction


Project Magnitude: Between ¥2,500,000,000 and ¥6,000,000,000 (Japanese YEN)


Project Description: Extend the existing wharf into deeper waters to adequately accommodate deep draft vessels. The new wharf extension will be pile supported with new mooring dolphins on both ends of the wharf extension. New catwalks will connect the new wharf extension to the new mooring dolphins. Provide fender system, mooring bollards and a dock shed for fuel personnel to monitor fueling operations. Replace existing marine loading arms (MLA), fuel pipe manifold and fuel stripping pump system. Extend the existing fuel lines from the existing wharf to the new MLAs on the wharf extension. Provide a new fuel spill containment system with sump pumps to drain the wharf containment. Install a wharf fascia and a permanent oil boom system to prevent fuel spills from spreading under and around the wharf and mooring dolphins. Construct a new small boat dock for permanent berthing of emergency spill response vessels and other small boats. The small boat dock will include a breakwater structure that protects the dock from rough conditions resulting from tides, waves, storm surges, etc. Provide all necessary supporting utilities including but not limited to, potable water, fire protection, electrical, communications, lighting, cathodic protection, access roads, sidewalks, fencing, gates and demolition of miscellaneous structures.



Procurement Method: The Japan District of the U.S. Army Corps of Engineers anticipates the release of a Request for Proposal (RFP) for this project. Any solicitations pursued will be intended for local sources only. See information in the Introduction section of this announcement regarding local sources.

Interested firms are requested to reply with the following information:


1. Name of your company, address, phone number, email, CAGE code and point of contact (POC) name.


2. Describe your firm's capability and experience relative to the work described in the Project Description. Please include a narrative demonstrating design-bid-build experience on construction projects of comparable scope, complexity and magnitude. Please provide information on comparable projects (for government or commercial customers) completed in the past 6 years.


3. Describe your firm's level of interest relative to all aspects of the work.


4. Identify your current construction bonding levels:


a) Per contract
b) Aggregate contract bonding level


5. Any comments that will increase your level of interest and participation in this project.
