PRESOLICITATION SYNOPSIS FOR FY 2020 DRYDOCK REPAIRS TO NOAA SHIP OREGON II
The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for drydocking and repairs to NOAA ship OREGON II. The OREGON II is 170.0 feet long overall, and its home port is Pascagoula, MS.
Provide all labor, material, and equipment necessary to perform the following (including, but not limited to):

BASE WORK ITEMS DRY DOCK: Temporary Services; Drydocking and Routine Drydock Work; Hull Valve Inspection and Overhaul; ABS Load Line Survey; Ground Tackle Inspection; Annual Life Raft Survey; Annual Fire Inspection; Miranda Davit Maintenance; Underwater Hull Maintenance Coat; Switchboard Cleaning (Including Breakers); Electrical Repairs; Reduction Gear Inspection; Piping Repairs; Hydraulic Hose Renewals; Miscellaneous Repairs; Anchor Windlass Overhaul; Window and Portlight Repairs; Oily Water Separator Groom; Laundry Room Completion; Steel Replacement; Freeboard Spot Blast and Paint; and Forward Crane Overhaul.


OPTION - ADDITIONAL DRYDOCK WORK ITEMS: Engine Room Bilge Preservation; Bow Thruster Room Preservation; Split AC Unit Renewal; MSD System Refurbish; Refurbish Wet Lab' Bilge Piping Hydrostatic Testing; Fuel Day Tank 95% Level Alarm Install; Escape Scuttle Renewal; NOTUS Hydrophone Installation; and VSAT Platform Installation.


The solicitation will include a liquidated damages clause.


The performance period will begin approximately 5 days after award for procurement of material and other planning and logistics required for the successful performance of the contract. The performance period for work on board NOAA Ship OREGON II will be approximately 111 calendar days, with a start date on or about December 1, 2019 and a completion date on or about March 21, 2020. Place of performance shall be the contractor's facility. Ship's transit time to and from the place of performance is not included in the specified performance period. The date, time and place for an inspection of the ship is October 2, 2019, 9:00 a.m. (local time) on board NOAA Ship OREGON II at 115 Watts Avenue, Pascagoula, MS 39567. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Brian L. Kelly, on or before noon on October 1, 2019 at (309) 643-9012 or by Email at Brian.L.Kelly@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer.
The acquisition will be issued as a Request for Quotations (RFQ) in accordance with FAR Subpart 13.5. The RFQ will be issued on or about September 5, 2019 with proposals due on or about October 16, 2019. The anticipated award date is on or about November 1, 2019. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors. The RFQ will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFQ, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFQ. Prospective offerors who are interested in submitting a quote for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
