This is an Unrestricted Procurement. Features of the work include furnishing all plant, labor, materials and equipment necessary to perform studies, investigations, designs, and construction of compacted, semi-compacted, and un-compacted embankments for levees and berms utilizing Government furnished riverside or landside borrow areas as well as installation of relief wells along the toe of the levee. Other mission requirements include clearing and grubbing, ditching, furnishing and installing culverts and cattle guards, construction of drainage structures in borrow areas, establishment of turf, and crushed stone or asphalt paving on the levee crown. Work will be performed primarily along the Mississippi River levee system within the geographic bounds of the Vicksburg and Memphis Districts, but may include other levee systems within the Vicksburg or Memphis District, or on a more limited basis, similar levee systems within the Mississippi Valley Division region.


The U.S. Army Corps of Engineers, Vicksburg District (MVK), proposes to award several Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Task Order Contracts (MATOC) with a Not To Exceed (NTE) total, combined contract capacity of $170M and an ordering period NTE 5 years. The Government intends to make an award to each and all qualifying offerors in accordance with Class Deviation 2018-O0006.  For purposes of this deviation, a qualifying offeror is an offeror that is determined to be a responsible source, submits a technically acceptable proposal that conforms to the requirements of the solicitation, and the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing.



Individual Task Orders will be issued throughout the life of the contract and will designate the locations and types of work that will be performed. 


In accordance with 13 CFR 125.2 (e)(6), the contracting officer has the authority to set-aside orders for small business against Multiple Award Contracts that were competed on a full and open basis.


The solicitation will be available on or around 23 July 2019 on the Federal Business Opportunities (FBO) Web Page at http://www.fedbizopps.gov/. Proposal due date will be on or around 23 August 2019 at 2:00 P.M. CST. Bidders may register on the Interested Vendor's List (IVL) at http://www.fbo.gov/ and retrieve an IVL from the same location. Compact disc and hardcopies will not be available. Bidders should check often for changes (AMENDMENTS).
