The U.S. Coast Guard, Surface Forces Logistics Center, Contracting Procurement Division 2 is seeking qualified sources to perform dockside repairs of CGC DOUGLAS MUNRO (WHEC 724), a 378 foot high endurance cutter home ported in Kodiak, AK. A firm-fixed price contract is anticipated for award.

The information obtained from this notice is for market research only and will be used to determine method of procurement including whether to set-aside the procurement for small business or other set-aside programs. The North American Industry Classification System code (NAICS) is 336611 and the small business size standard is 1,250 employees.


To increase market competition, the CGC DOUGLAS MUNRO dockside repairs is being opened up to the US West Coast, Alaska and Hawaii. The U.S. Coast Guard will host the dockside at the vessels home berth in Kodiak, Alaska, or transit CGC DOUGLAS MUNRO to a contractor's shipyard in Alaska, Hawaii or the US West Coast.


TENTATIVE PERIOD OF PERFORMANCE: .24 April 2018 through 02 June 2018.


Prospective offerors must have the capabilities in performing and accomplishing the dockside repairs for the cutter. Sampling of work to be performed: (1) Boiler, 5 Year Certification; (2) Compressed Air Receivers and System Valves (All), Clean, Inspect, Hydro and Lift; (3) Tanks (MP Fuel Stowage and Overflow), Clean and Inspect ; (4) Commissary Hoist, Level 2 Inspect and Repair; (5) Anchor Windlass Brake Handwheel, Repair; (6) Warping Capstan, Service and Inspect; (7) Helo Talon Grids, Inspect And Test; (8) Flight Deck / Helicopter Operating Areas, Preserve (WHEC-378, All Hulls); (9) Deck Covering, Wet/ Dry, Seal; (10) Deck Covering (Polymeric, Quarry Tile), Renew ; (11) Boiler Steam Piping, Repairs; (12) Tanks (Sewage Holding), Preserve "100%"; (13) AFFF Motor Operated Valves, Overhaul; (14) Sewage System TLI Replacement; (15) Sewage Holding Tank(s), Clean and Inspect; (16) Forward Sewage Floor Plate Support, Renewal; (17) Mast Preserve, 100%; (18) Anchor Windlass, Service and Inspect; (19) Boiler Tubes, Renewal-(OPTIONAL); (20) Temporary Services, Provide - Cutter (OPTIONAL); (21) Temporary Services, Provide - Contractor (OPTIONAL); (22) Hull and Structural Plating (General) -10.2-Pound Steel, Renew (OPTIONAL).


Interested parties must submit the following:


(a) Company name, business size status (i.e., small, large, 8(a), SDVOSB, WOSB, etc.)


(b) Capability to perform work similar to the above work items.


(c) Past performance information to demonstrate successful completion as a prime contractor of projects similar in scope and complexity to the work items above. Include contract numbers, project titles, project description, dollar amounts (award and final values), references with email addresses and telephone numbers.
