Department of Human Services (DHS) Fiscal Services intends to procure the services for preparation of the annual Departmental Indirect Cost Allocation Plan (DICAP). The DICAP is required by the federal government and is due to the United States Department of Health and Human Services (HHS) annually within six months of the end of the state fiscal year (due by December 31 each year). The DICAP details how DHS indirect costs are allocated to the gency's programmatic units so that they can be further allocated to the federally-funded and state-funded programs administered by the agency and ultimately claimed on the federal grants the agency administers for reimbursement. The DICAP must be approved by the federal government so that the agency can claim indirect costs. Approximately $138 million in costs are allocated through the DICAP.
The services provided by the vendor will include analysis of the current DICAP allocation methods including recommendations for any modifications of the current allocations to maximize reimbursement. Additionally, the vendor must ensure that there are no DICAP costs duplicated and claimed in the Public Assistance Cost Allocation Plan (PACAP). The vendor must also assist in negotiating the DICAP approval with the HHS Division of Cost Allocation personnel.
The vendor will also provide consulting services in regards to cost allocation, including assistance with amendments to the agency’s PACAP.
