PROJECT TITLE FURNISH AND INSTALL A PULSE GENERATING SYSTEM ("PGS"), A PGS CONTROL SYSTEM, A POWER MONITORING SYSTEM ("PMS") AND A PGS COOLING SYSTEM AS PART OF AN INTEGRATED SYSTEM AT THE PERMANENT BARRIER I, DISPERSAL BARRIERS FACILITY, ROMEOVILLE, ILLINOIS


PROJECT SCOPE
The Contractor shall furnish and install a pulse generating system ("PGS"), a PGS Control System, a Power Monitoring System ("PMS") and a PGS Cooling System as part of an integrated system at the Permanent Barrier I Aquatic Nuisance Species Dispersal Barriers ("PB1 Barrier" or "Permanent Barrier I") facility in Romeoville, Illinois located on the CSSC (Chicago Sanitary Shipping Canal). The Contractor shall provide a fully functional and complete working system in compliance with the requirements itemized in the PWS and contract. The Government has reviewed the requirements contained within this PWS and has determined the work to be predominately services.


The PGS shall include two pulse generating units that pulse power through two independent underwater electrode arrays already installed. Each array will generate an independent pulsed direct current (DC) electric field in the CSSC.


The PGS shall convert the Government provided 4160 Volts (V) alternating current (AC) power supply into a pulsed DC current able to operate at an adjustable range within the full range of parameters for Volts, pulse frequency, and pulse duration allowed by the equipment. The PGS shall, at least, provide peak voltages up to 6,000V and peak currents up 30,000 Amps (A), not simultaneously, on the output of the PGS, with a pulse frequency of 0.5 to 100 Hertz (Hz) within increment adjustments of 0.1Hz and a pulse duration of 0-1000 milliseconds (ms) within increment adjustments of 100 microseconds (µs) with harmonic distortion within IEEE 519 standards. The maximum power delivered to a single pulse generating unit can be assumed to be 4.3MegaWatts (MW). For purposes of information only, the government currently anticipates that one potential combination of operating parameters for the pulse generating unit would be 3,000V with a pulse duration of 2.3ms at 34Hz.


Each pulse generating unit shall be capable of being synchronized with all the other pulse generating units at the Dispersal Barriers so that the timing of when a pulse generating unit fires does not occur concurrently with another pulse generating unit. Consistent with the synchronization system for the existing Barriers, each pulse generating unit shall use the leading edge of a pulse from a GPS signal with a given offset based on a percentage of the operating frequency to achieve synchronization with other pulse generating units on site.
