Introduction:
The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energy's primary national laboratory for renewable energy and energy efficiency research and development. NREL develops renewable energy and energy efficiency technologies and practices, advances related to science and engineering, and transfers knowledge and innovations to address the nation's energy and environmental goals. The campus is managed by the Alliance for Sustainable Energy, LLC.

The Alliance for Sustainable Energy, LLC (hereinafter called "Alliance") has entered into Contract with the Department of Energy (hereinafter called "DOE"), an agency of the U.S. Government (hereinafter called "Government"), for the management and operation of the National Renewable Energy Laboratory (hereinafter called "NREL"). All references to "NREL" in this Sources Sought shall mean the Alliance for Sustainable Energy, LLC.


Background:
NREL's Field Test Laboratory Building (FTLB) needs to convert a 1st level storage room into a wet laboratory for research. The design is complete. In addition, NREL needs to construct and outdoor flammable gas storage pad with piping to individual laboratory spaces throughout the FTLB. Design is at 90%.

Objective:
Renovate the nearly empty space into a new wet-laboratory and construct the gas delivery system NREL is seeking information from qualified general contractors (Subcontractors) for a laboratory renovation project at the Field Test Laboratory Building (FTLB) located on the NREL South Table Mountain (STM) Campus located in Golden, Colorado.

Scope:
The Subcontractor shall possess the capabilities to provide construction services encompassing project management and supervision, labor, materials, and equipment to modify and add mechanical, electrical, plumbing, exterior gas supply(civil), laboratory and architectural features, information technology (IT), fire, safety and security systems.

Qualification/Submission Requirements:
The Subcontractor shall provide examples (Qty.: 3 Min.; 5 Max.), as well as past performance, of successfully completed projects in the industrial, medical or laboratory areas including flammable gas distribution systems. NREL is seeking information from the Subcontractor that demonstrates the Subcontractor's capability to manage lower-tier subcontractors with regards to safety, security, schedule, cost and administrative requirements. In addition to the above, the Subcontractor is encouraged to provide project experience working with state or federal agencies.

It is critical for the Subcontractor to include, in their response to the Sources Sought, their approach in contracting with a lower-tier mechanical firm with the capabilities and qualifications to perform orbital tube welding, testing, and inspection, and shall be capable of providing sample welds for inspection and/or testing per AWS B2.1.


Subcontractors within a 90-mile radius to NREL is preferred.


In addition to the above, the Subcontractor shall:
Provide at least one mechanical contractor (firm name, contact name and phone number) that you can contract with that is capable and experienced with construction of orbital tube welded gas systems, and can meet the requirements of AWS B2.1.

Provide your past and/or present working relationship with this proposed mechanical firm.

Provide three (3) examples of successfully completed projects which show your firms capability to manage multiple lower-tier subcontractors in the major construction discipline areas (mechanical, electrical, plumbing, exterior gas supply, flammable gas distribution systems, architectural, IT, safety and security systems.). Examples of projects in the medical or laboratory areas.

Provide a list of government agencies that your firm has contracted with or performed work for that confirms you have experience with their construction management procedures.
