FMS Thailand - Maintenance and Support Plan, and Spare Package
16. Description:
The U.S. Air Force is seeking qualified sources for the procurement of a hardware and software maintenance and support plan, and spares package in support of the Royal Thailand Air Force (RTAF) Battlefield Operations Support System (BOSS) Ground Support System (GSS).
The Air Force Life Cycle Management Center (AFLCMC) Aerial Networks Division (HNA), in support of Foreign Military Sales (FMS) Letter of Offer and Acceptance (LOA) Amendment #2 to TH-D-QAI intends to award a contract for the procurement of a follow-on Product Maintenance and Support Plan for RTAF's Link 16 Ground Support System (GSS).
This procurement will include:
• Software updates and delivery of the GSS Software Suite that includes but is not limited to the BOSS software, Data Link Processor (DLP), Scenario Generator, Tactical Work Station User Interface, System Manager User Interface, Terminal Controller Software and DERG Viewer. Note: all of the software has been developed by Tactical Communications Group LLC exclusively on their company funds and cannot be maintained without an appropriate licensing arrangement with TCG.
• Providing unclassified GSS supplemental parts and spares that will be used by the vendor to service the GSS Equipment Suites. Note: most of the parts are commercially available; however, some parts are custom built by Tactical Communications Group, LLC. Note: all of the parts are integrated into a rack base solution designed by TCG and the USG does not have the detailed technical diagrams of the GSS Equipment Suite. Consequently, the contractor cannot service this requirement without an appropriate licensing agreement with TCG
• GSS operations familiarization services for operators on all capabilities of the GSS which includes a comprehensive interpretation and understanding of Link 16 messages presented by the GSS and understanding of Link 16 mission functions in accordance with MIL-STD-6016, All Revisions. Note: this service requires the contractor to be a Subject Matter Expert (SME) on all GSS capabilities at contract award and a US SECRET clearance for access to RTAF facilities.
• GSS maintenance equipment familiarization services,
• Commercial maintenance support plan covering the software and hardware of the GSS for three years, and a one-year extension option for annual services and support agreements thereafter to include any applicable tech refreshes.
• The Contractor shall provide data as required over the life of the contract.
• The Contractor shall provide engineering services for requested services such as supplemental training, and in-country service calls, exercise support, travel and Other Direct Cost (ODC).
