This is a one-time, Firm Fixed Price FMS spare buy for the Control Unit used in support of the TH-1H Helicopter. The proposed acquisition will be contracted sole source to L-3 Aviation Products, Inc., CAGE 25583, Grand Rapids, MI in pursuant to 10 USC 2304(c)(1).

NSN: 5985-01-411-1791HL; P/N: 805D0665-01; NOUN: Control Unit. ITEM FUNCTION: TACAN can be used as a pilot-controlled positioning system and/or as a blind navigation sensor, controlled by one or more long-range navigation systems. ITEM MATERIAL: Aluminum box case with dials, selector and dial indicator. ITEM DESCRIPTION: LENGTH: 2.8 in; WIDTH: 2.4 in; HEIGHT: 4.0 in; WEIGHT: 1.25 lbs.

DELIVERY SCHEDULE:  20 August 2020

A written RFQ will be issued. The anticipated award date is 30 August 2019

The proposed contract action is for suplies or services for which the Government intends to solicit and negotiate with only one source under the Authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency.

Based upon Market Research, the Government is anticipating using the policies contained in FAR Part 15, Contract by Negotiations, in its solicitation for the described supplies or services. However, Interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement within 15 days of this notice.
