THIS IS A REQUEST FOR INDUSTRY FEEDBACK ONLY. This request is issued solely for information and planning purposes. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This request does not commit the Government to contract for any supply or service. Your response to this request will be treated as information only and will not be used as a proposal. DO NOT SUBMIT ANY CLASSIFIED INFORMATION WITH YOUR RESPONSE. No entitlement to payment, of direct or indirect costs, or charges to the Government will arise because of a contractor's submission of a response to this request or the Government's use of such information. The information provided may be used by the Government in developing its final solicitation. Interested parties are responsible for identifying proprietary or competition sensitive information contained within their response. Not responding to the request does not preclude participation in any future solicitations. The information provided in this notice is subject to change and is not binding on the Government.


Description: The Naval Air Systems Command (NAVAIR), Specialized and Proven Aircraft Program (PMA- 226), Contracted Air Services (CAS), Marine Corp Air Station (MCAS) Cherry Point, NC announces its intent to procure, on a competitive basis, Fighter Jet Services.


The Fighter Jet program provides contractor owned and operated aircraft to the Department of the Navy (DoN) for Fleet Training and Exercise Support for a wide variety of airborne threat simulation capabilities to train shipboard and aircraft squadron weapon systems operators and aircrew on how to counter potential enemy Electronic Warfare (EW) and Electronic Attack (EA) operations in today's Electronic Combat (EC) environment; and Acquisition Program Testing and Evaluation (T&E) Support.


ONE-ON-ONE FEEDBACK: The Government is requesting industry feedback on the revised draft RFP Section B Contract Line Item Number (CLIN) structure (and related changes to other Sections of the RFP) for Fighter Jet Services. Feedback is requested on (but is not limited to) the following:


Does the proposed CLIN structure allow Offerors to:


Develop pricing in-line with the PBWS thresholds?
Develop pricing to the five-year period of performance?

Feedback will be received via One-on-one conference calls between the Government and Industry. Calls will be limited to 45 minutes per vendor.


To participate and provide feedback, please submit a request in writing via email to sherry.l.kelly1@navy.mil and ebes.olumese@navy.mil by 10am EST on 17 October 2019. Contractors will be contacted by the Government to schedule conference calls.
