The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) requires a contractor capable of supplying and providing fishery observer services for NOAA's North Pacific Groundfish and Halibut Observer Program and the Resource Assessment and Conservation Engineering (RACE)Division aboard fishing and chartered survey vessels and at shoreside processing plants.


The anticipated period of performance is March 1, 2015 - February 28, 2016, with options for up to four additional one-year periods following the base year.


The contractor will be required to provide all necessary supervision, personnel, and services to perform environmental, biological, and fisheries data collection for the North Pacific groundfish fisheries observed by the Alaska Fisheries Science Center's Resource Assessment and Conservation Engineering Division (RACE) and Fisheries Monitoring and Analysis Division (FMA).


The FMA North Pacific Groundfish and Halibut Observer Program is responsible for collecting fishery-dependent data used for a wide variety of purposes including: (1) stock assessment; (2) monitoring groundfish quotas; (3) monitoring bycatch of groundfish and non-groundfish species; (4) assessing the effects of the groundfish fishery on other living marine resources and their habitat; and (5) assessing methods intended to improve the conservation and management of groundfish and other living marine resources.


The RACE Division conducts quantitative fishery surveys and related ecological and oceanographic research to measure and describe the distribution and abundance of commercially important fish and crab stocks in the eastern Bering Sea, Aleutian Islands, and Gulf of Alaska and to investigate ways to reduce bycatch, bycatch mortality and the effects of fishing on habitat.


A comprehensive list of actual requirements will be included in the Statement of Work within the solicitation package document.


The proposed contract action is set aside for small business concerns. The NAICS code for this procurement is 541990 and the business size standard for this requirement is $15.0 million. Any vendor desiring to be considered for award MUST be registered in the System for Award Management (SAM) using this NAICS code or a NAICS code with an equivalent size standard. No award can be made unless the vendor is registered in SAM. This procurement also requires offerors to complete the electronic representations and certifications at the SAM website.


Any resulting contract will be awarded as a firm-fixed price type contract. Solicitation documents will be made available for download on or about October 1, 2014 at http://www.fbo.gov/. Paper copies of this solicitation will not be issued.
