PSA17Q0007 FIRST-AID CABINETS AND AUTOMATED EXTERNAL DEFIBILLATORS INSPECTION AND REFILL FOR PRETRIAL SERVICES AGENCY (PSA)

This is a combined synopsis/solicitation for a commercial requirement prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information contained in this notice. This Solicitation, PSA17Q0007, is issued as a Request for Quote (RFQ). Quotes are being requested and a written solicitation will be issued. The Pretrial Services Agency for the District of Columbia in Washington Office of Finance and Administration – Facilities Services requests 14 First Aid fully stocked cabinets and replacement Automated External Defibrillators (AED) and replacement electrode pads and battery packs. (1) The contractor shall replace fourteen (14) existing first aid cabinets with fourteen (14) fully stocked (4) shelf first aid cabinets in the pantry of the designated PSA buildings. The contractor shall replace battery packs and electrode pads for (14) existing automated external defibrillators in the pantry of the designated PSA buildings. (2 The first aid cabinets shall contain a wide selection of first aid supplies and comfort items to cover first aid needs and to treat common workplace injuries and illnesses. Every item shall be individually packaged for convenience and safety. The contractor will restock, clean, and organize the cabinets as requested by the Contracting Officer Representative (COR). Quarterly, the contractor will inspect and replace defective or expired defibrillator pads and battery packs. In addition, they shall replace depleted or expired items and make certain the cabinets meet or exceed the OSHA requirements. Every visit shall be recorded for accurate reporting, total accountability and to ensure consistent service is provided. The contractor shall provide a uniformed employee that is trained to act as a safety resource for PSA. (3) Additionally, the employee shall be first aid, CPR, and AED certified and is knowledgeable of OSHA General Industry standards. The Contractor shall provide written reports of investigation, investigation summary reports, and listing of exhibits to the Government via hard copies and electronic copies, i.e. CD-R. Deliverables shall be written in a format that is utilized by the Inspector General, OPR's, other federal agencies or as presented in the sample report provided by the contractor in their quote. Additionally, the employee shall be first aid, CPR, and AED certified and is knowledgeable of OSHA General Industry standards. (4) The contractor shall provide an in person four hour training session for the operation and use of the automated external defibrillators. The contractor shall also provide an option for online automated external defibrillator training sessions The North American Industry Classification System (NAICS) code is 423450-First-aid kits, industrial, merchant wholesalers. This procurement is not set aside. This procurement is being conducted under the FAR Subpart 13.5 Simplified Acquisition Procedures, and FAR Parts 12 and 13 or some combination thereof. The Pretrial Services Agency for the District of Columbia is a federally-funded investigations and supervision agency for defendants who are released into the community while awaiting disposition of their case(s) in both the D.C. Superior Court and U.S. District Court. Pretrial Services is an independent entity within the umbrella of the Court Services and Offender Supervisor Agency (CSOSA).
