This is a pre-solicitation announcement for the USDA Agricultural Research Service (ARS), US Arid-Land Agricultural Research Center in Maricopa, AZ. A request for proposal (RFP) will be issued on this Federal Business Opportunities website on or about 06/30/2017. ARS is seeking a qualified contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish the two (2) part project summarized below:

Part I: Perform upgrades and repairs to the fire protection system fire pump.
Part II: Remove and replace two (2) 15HP domestic water booster pumps/motors with all associated piping and fittings located at the ALARC laboratory in Maricopa, Arizona.


This project involves the water supply to the complete facility. In order to complete the work, the water supply to the facility will need to be shut down and work will need to be completed within a reasonable amount of time, ensuring that the water supply to the facility is restored as soon as possible. The Fire Pump is over ten years old, servicing aggressive well water. Fire protection system works in conjunction with the domestic water booster pumps, the replacement of the booster pumps shall be included as a two part project to be performed simultaneously.


The government intends to award a firm, fixed-price contract in August 2017. This project is set-aside for small business concerns. The applicable North American Industry Classification Code (NAICS) is 238220, Plumbing, Heating, and Air-Conditioning Contractors. A size standard of $15 million applies. The magnitude of this construction project is between $25,000 and $100,000. A site visit is recommended prior to submitting a proposal in order to observe existing conditions. Performance is to be completed within 90 calendar days of award.
