The State of Nevadas Purchasing Division, on behalf of the Public Employees Benefits Program (PEBP), is soliciting proposals from Independent Certified Public Accountants for the financial audit of PEBPs two trust funds, the Self Insurance Trust Fund and the State Retirees Health and Welfare Benefits. The effective date of the contract resulting from this RFP will most likely be January 1, 2010; however, the State reserves the right to initiate service at an earlier date dependent upon proposal responses. The contract anticipated termination date, pursuant to this RFP, will be December 31, 2011, with a possible contract extension at PEBPs discretion.
PEBP is governed by a nine-member board, each of whom is appointed by the Governor. PEBP oversees the administration of the health insurance benefits available to full-time state employees, certain non-state local government agencies, professional full-time employees of the Nevada System of Higher Education, members of the Nevada Senate and Assembly, and retirees covered under PEBP who are receiving benefits from a specified retirement system.
PEBP currently provides benefits for approximately 44,000 state and non-state participants. The Program offers a self-funded PPO plan or an HMO plan to its participants. Dental benefits are self-funded for all participants. The Programs funding is derived from the statutory contribution made by the State of Nevada, local governments in the State of Nevada, and premium payments from participants. The Program will generate approximately $367 million in premiums in fiscal year 2010 and is projected to have $73 million on June 30, 2010 in reserves.
