The scope of this acquisition is for a firm-fixed price, Federal Acquisition Regulation (FAR) Part 13; Indefinite Delivery Contract (IDC) for the procurement of National Stock Number (NSN) 2940-01-412-5275. The Government is pursuing an indefinite delivery contract, for the duration of a one-year base and two separately priced one-year option periods not exceed 3 years or $250,000.00. This requirement is for DLA stock support the continental United States (CONUS).  At the time of solicitation there is one NSN being procured and managed by one Inventory Control Point (ICP - DLA Land and Maritime. 

 

This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1). Approved sources are: GENERAL MOTORS LLC (7X677), ITW GSE INC. (0SMN2), CHAMPION LABORATORIES INC. (50284), MTU AMERICA INC. (72582), and DONALDSON COMPANY, INC. (18265).

 

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.

 

The solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/ on or about January 31, 2019.  Hard copies of this solicitation are not available.

 

All responsible sources may submit an offer/quote which shall be considered. The proposed contract will be issued as a Total Small Business Set-Aside. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer.

 

While pricing may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, delivery, and performance. All offers shall be in the English language and US dollars. All interested parties may submit an offer.

 

Offers must be submitted on a hard copy of the Request for Quote (RFQ), scanned, and emailed to the Acquisition Specialist at: Alexander.Moller@dla.mil or uploaded through DIBBS.
