This is a Pre-Solicitation notice (synopsis) for a full and open competition. The Federal Highway Administration (FHWA) has a requirement to evaluate the operational and safety performance of 12 at-grade alternative intersections. Up to five sites may be existing alternative intersections, and the remaining sites shall be new projects to allow for before/after field studies and safety evaluations. Alternative intersection designs refer to any forms of intersection design that are not found in the current AASHTO Design Guide and not commonly/routinely used by state/local transportation agencies for improving capacity and safety.

The Federal Highway Administration (FHWA) has been promoting alternative intersection/interchange design since 2006, and more recently under the second round of Every Day Count (EDC2) initiative. This project will evaluate and quantify the operational and safety benefits of implementing alternative intersection designs, and document the lessons learned and best practices to enable state and local highway agencies to implement them with confidence.
