FHA TOTAL Scorecard - DU206SF-17-R-0004
The U. S. Department of Housing and Urban Development (HUD) Fort Worth requires a contractor to provide services for FHA TOTAL Scorecard Analysis. The government anticipates awarding a firm fixed price contract with a base year and four option years. Additional detail on the requirements can be found in the Attachment 1.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and any other solicitation will not be issued. The solicitation number is DU206SF-17-R-0004 issued as a Request for Proposal (RFP) and is conducted as a commercial item procurement using Simplified Procedures for Certain Commercial Items (FAR Part 13.5). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, 01-19-2017.


This acquisition is set-aside for small business - North American Industry Classification System (NAICS) code 541990- All other Professional, Scientific, and Professional Services $ 15.0 million.

Contract financing is NOT provided for this acquisition. Proposals shall be accompanied by a completed FAR 52.212-3, Representations and Certifications (Jan 2017), and adhere to FAR 52.212-1, Instructions to Offerors - Commercial Items (Jan 2017). The Government intends to award one firm fixed price (FFP) purchase order resulting from this solicitation to the responsible offeror whose proposal is conforming to the solicitation and will be most advantageous to the Government. The Government intends to award without discussions and the Government reserves the right not to make an award at all.


The Government's preferred method is electronic Representations and Certifications. This can be accomplished by registering in the System for Award Management (SAM) at https://www.sam.gov and completing the on-line Representations and Certifications.


The government will use a best value trade off process; thus, the Government may award to other than the lowest priced offeror or other than the offeror with the highest rated technical proposal. Each offeror's total evaluated price will be traded off against the offeror's technical portion of the proposal, to determine the overall best value to the Government, if needed. The best value is represented by the most advantageous offer, price and non-price factors considered.
Evaluation factors are listed in descending order of importance; Technical, Key Personnel, Management Plan, Past Performance, Quality Control Plan and Price.
However, as the offerors become more equal in technical merit, the importance of price to the evaluation decision will increase. The Government shall make award to the offeror who represents the overall best value to the Government.
THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE PROPOSAL.
Technical and past performance, when combined, is more important than price alone. The Government intends to award without discussions and the Government reserves the right not to make an award at all.
