The FAA has established an on-line library containing FAA documents applicable to the planned FENS acquisition. The on-line library is hosted on an FAA-maintained Knowledge Service Network (KSN) site. Vendor access to the on-line library is read-only and there is no upload capability. Documents within the library designated as binternal to the FAAb are password-protected and subject to the same FENS Non-Disclosure Agreement (NDA) that was required to obtain access to sensitive information contained within the FENS Draft Screening Information Requests (SIR).

Interested parties must apply for user accounts. Account access is limited to those parties that intend to be prime offerors in response to the FENS SIR, if issued by the FAA. The FAA retains sole discretion to grant or deny any request for access to its on-line library.
Parties that intend to be prime offerors may request up to three KSN user accounts. Individual users may be employees of the prime or team members. Individuals granted access to the FENS Document Library must abide by the terms and conditions of the NDA signed by an authorized official of the prime offeror. Individual requests for user accounts must identify the name, company e-mail address, and telephone number for each prospective user as well as an indication of whether each person already has an FAA KSN account associated with that e-mail address. Application for user accounts must be made to the Contracting Officer at the email address listed below. Individual users will receive an e-mail invitation to join the site within 1 week of the account request.
