In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Section, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to Partner Forces, LLC for an outside review of FEMA preparedness grants. The goal of this review is to determine whether current preparedness grants are addressing the most urgent and emergent all-hazard threats and risks to the US. These professional services will integrate whole community emergency management concepts in local emergency management operations for the FEMA Grants Programs Directorate (GPD). At this time GPD requires an independent review of the existing contract resources available to them at this time. This review ensures a completely unbiased analysis is conducted and recommendations made without concern for current and future program and resource execution plans. The timeline for the first review is 180 days from May 5, 2017, when FEMA GPD must submit the first ever comprehensive report to Congress that describes how the collective FEMA grant preparedness programs are addressing the current and future risk environment. In addition to this deliverable, FEMA GPD must immediately start making any adjustments to the grant input, formulation, guidance to ensure agency partners have time for concurrence, Congressional briefings are conducted, and any grant program changes are made to affect the allocation of resources in 2018 which are expected to be made this Fall. All of this is required within the strategic context of a (1) rapidly evolving cyber threat environment which is identified as the #1 capability gap in the National Preparedness Report and (2) a state and local apparatus that has an uncertain preparedness baseline; and (3) an aggressive terrorism campaign against Western soft targets and public gathering places.

Partner Forces, LLC in addition to providing an outside perspective, has a complete historical knowledge of how FEMA and the supporting federal agencies develop all aspects of risk input for threat, vulnerability and consequence. This is a critical component that no other company possesses having experience supporting TSA, NPPD and I&A risk processes since the inception of DHS.


The contractor shall provide the following support services in accordance with the attached statement of work (SOW):


Task 1. Grant Program Review
This effort requires assistance in completing a comprehensive preparedness grant program review to ensure that the program goals, scope and partners; all methodologies and associated analytic inputs; and any other assumptions are still relevant and therefore improving our nation's capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. specific partnerships. Partnership development will contribute to a larger strategic framework for addressing community preparedness stakeholders for some or all of the programs.



Task 2. Policy Development and Implementation
The grant review analysis will determine the policy solutions to be developed and implement ensuring FEMA preparedness grants are distributed according to the current all hazard threat and risk environment.


For the level of support required, FEMA OCPO intends to award a contract to Partner Forces, LLC having a (1) year period of performance with two option periods consisting of (1) year each. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting.
