The General Services Administration/Public Buildings Service (PBS), Northeast and Caribbean Region 2, Construction Excellence, Acquisition Management Division, is conducting market research (sources sought notice), to determine if contractors have interest in doing business with the Government.  This market research is for information purposes only.  This is NOT a Request for Proposal (RFP) and NO drawings will be provided at this time.  All contractors that express interest in this source sought and doing future business with the Government must be registered in the System for Award Management (SAM), which is an official website https://www.sam.gov of the U.S. Government.  There is no cost to use SAM.  The site is Free.

Eligibility:

The applicable 2017 North American Industrial Classification System (NAICS) code for this requirement is 236210  $36.5 Size Standard Classification million

 Project Synopsis:

This project shall be performed by an experienced Contractor that has performed similar construction work involving office renovation and remodeling.  All materials, labor, equipment and related skills must be provided by the Contractor to complete a professional quality product.  This synopsis only describes the general intent of the project.  Additional information can be found on the drawings and specifications.  This shall not be taken as the only means to determine the complete project.  The Contractor must notify the GSA Contracting Officer or the Contracting Officer’s Representative of any discrepancies between the drawings, scope of work and existing conditions.  The renovation includes, but not limited to demolition, construction, testing and balancing, commissioning and inspections.

 

Demolition:

The demolition of all spaces designated to be renovated shall be incompliance with GSA’s policy and building requirements.  The quantity of recyclable materials shall be recorded and provided to the Contracting Officer (CO) /Contracting Officer Representative (COR).  Removal of debris shall be coordinated with the Building Management Office for removal.

 

 

Construction:

The construction as specified in the Construction Documents shall be adhered to, except for any discrepancies discovered.  In such situation, the GSA shall provide direction. The following are included, but not limited to, installation of walls, flooring, suspended ceiling, lighting, HVAC, electrical, plumbing, security, communications, data and fire/life safety.  Detailed instructions are noted in the construction drawings.

 

Testing and Commissioning:

The newly installed HVAC system shall be tested and balanced as per design requirements.  Life/safety systems shall be tested and approved by GSA and all responsible agencies.

 

As-built Drawings and Operational Manuals:

The contractor shall provide as-built drawing and operational manuals to GSA.

 

Inspections:

 

GSA shall conduct joint inspections with the contractor and FBI.

 

Performance of Work:

 

The contractor shall follow all best-accepted trade practices and industry standards. The contractor shall take all necessary precautions to protect surrounding areas and government property from damage. The contractor shall be responsible for repairing (or replacing), at their own cost, any areas or items damaged as a result of the performance of his work.

All information is to be submitted at no cost or obligation to the Government.  The information provided will not be returned. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.

Interested parties that believe they can meet the above requirements shall provide their capabilities.  Responses shall include at a minimum: (a) name of company including contact person's name, company address, telephone numbers (voice) and e-mail address and (b) business  classification  ( Small Business, Small Disadvantage Business, 8(a) Small Business, Women Owned Business, Veteran Owned Small Business, HUB- Zone Small Business, Service Disabled Veteran Owned Small Business and Large Business ).

Please provide a three (3) page summary of your company’s relevant capabilities to perform the above work.  Past experience of similar products is being requested to assess the potential sources ability of the requirements that the Government will be procuring at a later date.
