  The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with Airtec Inc for the procurement of flight operations, maintenance and as needed development,  testing and evaluation on an already existing, modified, Contractor-Owned/Contractor-Operated (CO/CO) Bombardier DHC-8/200 multi-sensor aircraft with already installed Government Furnished Property (GFP).  This effort requires the Contractor to provide a fully integrated CO/CO Bombardier DHC-8/200 multi-sensor aircraft with installed GFP MACHETE Foliage Penetrating (FOPEN) Light Detection and Ranging (LIDAR) and TRACER FOPEN Synthetic Aperture Radar (SAR) systems, onboard Satellite Communications systems and associated ground processing systems, referred to as the FALCON-I system for operational support of USSOUTHCOM's requirement for airborne ISR operations at a Forward Operating Location (FOL) in Bogota, Colombia. Additionally, this effort will require the Contractor to maintain the aircraft and to provide support for upgrades, removal/replacement/repair efforts and developmental testing, evaluation, integration and operation on currently integrated systems and associated ground systems.
 

The Government intends to award contract for this requirement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1.  All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement.  A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.  Responses must be received within 15 days of publication of this notice.  The Point of Contact is Ms. Meryl Czaplinski 2.5.2.5.2, (732) 323-7263.
