The United States has significantly increased its assistance to its partners around the world. To oversee and coordinate the Department of State (DoS, State) and U.S. Agency for International Development (USAID) foreign assistance portfolio, which represents the majority of US overseas aid, the Office of U.S. Foreign Assistance Resources (F) was created in 2006. In support of this goal, F manages FACTS Info, an enterprise- wide data collection system, repository, and report generator, as well as ForeignAssistance.gov, a public-facing website that collects and publicizes all USG foreign assistance, which require hosting for the Internet.

The FACTS Info program requires colocation hosting for IT infrastructure supporting a multi-site Active Directory environment and multiple representations of a web-based application. Hosting requirements for this program are as follows.

REQUIREMENTS:

Two geographically dispersed hosting facilities with NIST SP 800-53 Rev 4 Standards (The facility should incorporate physical security such as doors, locks, fire extinguishers, and access restrictions to DoS resources. The facility should use personnel security such as background checks and authorization to those with access to DoS resources. The facility should have network redundancy at each network site. The facility should have incident response services and a network security operations center. The facility shall have:

- 10mbps monthly commit rate (per site)
- 100mbps burstable bandwidth (per site)
- 84U Rack Space - two full racks (per site)
- Two 20A independent circuits (per site)
- A minimum of 4 badge holders with escort privileges
- A minimum IP address space of two subnets, minimum of 30 available hosts per subnet

One of the two sites (which will be used as the program "primary" site) must be within 45 miles of Rosslyn, VA (zip code 22209). The secondary site must be sufficiently geographically separated.

Each site must include remote-hands (technical on-site staff) capability, preferably with 2 hours/month included with space lease.

IP KVM(through Internet Protocol allows a user to control multiple computers through one keyboard, monitor and mouse) must be available on an as-needed basis.

TRANSITION:

The F Bureau's information systems operations must continue with no interruption of service. To facilitate the transition of our services to the a facility, the following must be provided/in place for all solutions requiring transition of physical facility location:

- Cisco ASA5510 (or equivalent) Firewall (per site) configured with IPSecsite-to-site VPN
- 24 port Cisco or Dell Gigabit Ethernet Switch at each site
- Hardware& infrastructure for the transition of services to a new hosting facility. Required hardware will depend on transition strategy, but it can be assumed a minimum of (each line item is per site):
o 4 independent hosts using 2x current generation Intel Quad Core Processors
o 128gb RAM per host
o 18-24tb of shared storage (including independent networking infrastructure)
o Windows Server 2012 Licenses for each host and 8 VMs

In order to facilitate transition of systems and ensure a seamless transition of facilities, F/PPS/IS will require 20-40hrs of IT Specialist personnel time per week for a period of 4-6 months. These personnel must be well versed in Microsoft and IP networking, as well as have active Secret Facility clearance.
