THERE WILL NOT BE AN INDUSTRY DAY/SITE VISIT FOR THIS ACQUISITION.  THERE WILL BE A PREPROPOSAL CONFERENCE/SITE VISIT AFTER THE SOLICITATION IS POSTED.  ADDITIONAL INFORMATION WILL BE PROVIDED WHEN THE SOLICITATION IS POSTED.  IF YOU ARE INTERESTED IN THIS ACQUISITION, PLEASE PROVIDE THE INFORMATION REQUESTED IN THE INITIAL SOURCES SOUGHT BEFORE 5 AUGUST 2019 AT 12:00 PM MPT.

Day/Site Visit

Synopsis:
An Industry Day/Site visit will be held at Hill Air Force Base, UT on 12 August 2019, beginning at 8:30 A.M. MDT. The attendees will meet in the main foyer of building 100. An overview of the acquisition's requirements will be presented, followed by a site visit to one of the FOM locations. The group will return to building 100 for questions and further discussion. Each company may send a maximum of two individuals. Interested Vendors must respond to this notice to the Points of Contact listed in FBO site by 5 August 2019 at 12 noon.

NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned. The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice.
1. Purpose:
The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 493190 Other Warehousing and Storage with a corresponding business size standard of $27,500,000. The service code is H316. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
2. Program Details:
This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing services to supply all personnel and supervision to manage the 309th Aircraft Maintenance Group (AMXG) Facilitate Other Maintenance (FOM ) program for aircraft (C-130, F-16, F-22, A-10 and F-35) parts and material. The contractor shall receive, issue, inventory, verify FOM parts and material in preparation for storage, and provide a positive control of parts and material during the maintenance process. Facilitate Other Maintenance is considered either aircraft parts or material and will be referred to as FOM assets. The contractor shall provide a management structure that enables contractor personnel to effectively perform the roles and responsibilities identified in each individual task order (TO) while ensuring appropriate employees are present and engaged in the designated tasks in the TO.
When identified at the TO level, personnel will be required to possess and maintain a Secret clearance with the required investigations completed, to include a National Agency Check with local Agency Checks and Credit Check (NACLC) and local agency checks IAW AFI 31-501, Personnel Security Management Program, Air Force Systems Security Instruction (AFSSI) 8522, Access to Information.
Responses to this sources sought synopsis should include the following business information in addition to the capability statements:
1) Name of each attendee
2) Driver's License number and state of issue of each attendee
3) State if you currently have or do not have base access of each attendee
4) Sources Sought Number
5) Company Name
6) DUNS Number or Cage number and is it active in the System for Award Management (SAM) database to be eligible for award.
7) Company Address
8) Company Points of Contact, Phone, and Email Address. POC's should include individual(s) who is(are) duly authorized in managing any/all technical issues and/or questions, and individual(s) who is(are) authorized in managing any/all contractual issues and/or questions.
9) Business size (i.e. small business, large business)
10) Provide a brief description, no more than 12 pages in total, of your company's past experience on previous projects similar in complexity to this requirement to include:


a) Describe your company's capabilities and experience in managing and operating a program for asset control and your process of asset accountability as specified in the Performance Work Statement (PWS). Please provide your input on the attached PWS (was the PWS clearly understood)? Do you have recommendations on verbiage that should be added or changed to the PWS to improve the clarity of services?


b) Explain your specific experience in asset control including inventorying, warehousing and pilferage control.


c) Are there specific requirements in the documentation that we provide that would currently preclude your services from being a viable solution to our requirement?
