In accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1, the FAA is conducting a market survey to determine the capabilities of the market to fulfill the requirements detailed in the attached Draft Statement of Work (SOW). The Draft SOW has been further developed, taking into consideration feedback received in response to the initial Market Survey posted on January 12, 2017, with a closing date of February 9, 2017.

This requirement is for Network Printers and Consumables, as detailed in the attached Draft SOW. Deliverables under the Contract include Multifunction Devices (MFD), printer consumables, accessories, installation, and maintenance from various Original Equipment Manufacturers (OEMs) that meet the FAA IT community's requirements. Other requirements under this acquisition will be for the technical and professional support services as part of the full life-cycle management of IT assets. The Contractor must facilitate the acquisition, deployment, and maintenance of IT assets under this Contract by providing services such as asset recovery and warehousing.

The proposed procurement is intended to result in a Strategic Sourcing for the Acquisition of Various Equipment and Supplies (SAVES) contract managed by the FAA. SAVES contracts are mandatory use contracts for the FAA's IT community under the Acquisition Management System (AMS 3.8.6) and may optionally be used by the FAA's National Airspace System (NAS) community.

The acquisition strategy for this procurement has not been determined at this time. Depending on the results of this market survey, the FAA may decide to conduct an unrestricted competition or set aside the procurement for small business concerns, Service Disabled Veteran Owned Small Business (SDVOSB), or eligible Socially and Economically Disadvantaged Business (SEDB) 8(a) certified vendors.

All interested vendors are instructed to review all attachments, and respond with information to confirm evidence of their qualifications and capability to meet the requirement detailed in the attached Draft SOW. This information must be provided on the form, Attachment 0009 - Market Survey Questions.

Industry participation, while encouraged, is strictly voluntary. Failure to provide a response will not prevent a vendor from submitting a formal response to the FAA's release of a future SIR. Vendor participation in any market analysis activity is not a promise of future business with the FAA.

This announcement is not a Screening Information Request (SIR) or a Request for Proposal (RFP). The FAA will not pay for any information received or costs incurred by vendors in preparing its response to this market survey.

This survey is not intended to guarantee procurement of a product and shall not be construed as a commitment by the Government to enter into a contract. If a solicitation is issued, it will be synopsized on the FAA's Contract Opportunities (FAACO) web page. It is the potential Offerorsb responsibility to monitor this site for the release of any solicitation.

The acquisition strategy for this procurement has not been determined at this time. Depending on the results of this market survey, the FAA may decide to do a full and open competition or set aside the procurement for small businesses, service-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the SBA's 8(a) program.
The purpose of this announcement is to inform industry of the Federal Aviation Administrationbs (FAA) requirement for Printers and Consumables in accordance with the attached Statement of Work.
All interested parties are instructed to view the attachment entitled DRAFT Statement of Work (SOW) and provide a capability statement. The capability statement should be a summary of your firms capability in meeting the FAAbs requirement as described in the attached Draft SOW. Please include: (i) comments on the requirement (where appropriate), (ii) capability statement, (iii) experience with this type of work; and (iv) Rough Order of Magnitude (ROM).
