1.0  NOTICE: This announcement constitutes a Sources Sought Notice. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government.

1.1           The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1,250 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), ServiceDisabled Veteran-Owned, HubZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and complete the attached "Contractor Capability Survey."



2.0 Background/Requirement


2.1 The Air Force Life Cycle Management Center (AFLCMC), Fighter/Bomber Directorate (WW), F16 Program Contracting Office (WWMK), Hill AFB, UT is seeking sources to become qualified at their own expense within 6-12 months to support a 5-year IDIQ contract for the manufacture of Bug Eye Radomes (Left & Right) to be installed by the Government on USAF F-16 aircraft with the ALR-69A Digital Radar Warning Receiver (DRWR) system.

 2.2 The F-16 program office is looking to field the ALR-69A Digital Radar Warning Receiver (DRWR) system modification. To complete the ALR-69A integration, the F-16 SPO requires bug eye radomes for remaining USAF F-16 aircraft. We are anticipating a maximum of 10 installs per month until approximately 628 aircraft installs are completed. Note: These bug eye radomes currently exist on the F-16s currently configured with ALR-69 on Blk 30 and Blk 42 aircraft that have received the Antenna Optimization modification.

      3.0  Contractor Specific Requirements


   3.1 Contractors must be either U.S.-owned or a U.S.-owned subsidiary with valid   security infrastructure and clearances to handle SECRET data.

  3.2 The manufacturer's development and production facilities are located within the United States.

  3.3 The manufacturer's production facilities have sufficient maturity production quantities in para 2.2 for each component.

  3.4 The manufacturer must meet US DoD security protection requirements.

   3.5 Due to security access, system attributes, and concept of operations, foreign contractor participation is not permitted at the prime contractor level. United States contractors must build hardware in the United States of America.

The Government does not intend to award on the basis of the sources sought or to otherwise pay for the information solicited. The information is considered market research and may be utilized by the USAF in developing its acquisition strategy, Statement of Work, and Performance Specifications. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked.

Interested vendors should e-mail a response to the sources sought inquiry and include responses to the attached "Contractor Capability Survey" to the Contract Specialist, Timothy Howard, AFLCMC/WWM, timoty.howard.27@us.af.mil and Contracting Officer, Dan Olsen, AFLCMC/WWM, daniel.olsen@us.af.mil as soon as possible but no later than Monday, 5 February 2018, 10:00 AM (MST).
