The F-35 Lightning II Joint Program Office intends to issue a cost plus fixed fee order under Basic Ordering Agreement N00019-16-G-0002 on a sole source basis to United Technologies Corporation, Pratt & Whitney Military Engines, East Hartford, CT to conduct a business case analysis to support additional flight hours beyond System Development and Demonstration. Contract award is anticipated for the fourth quarter of fiscal year 2017. This order supports the F-35 U.S. Services and International Partners. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is neither a request for proposal nor a solicitation of offers. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
