Pursuant to Federal Acquisition Regulation (FAR) Subpart 13.106-1(b), the U.S. Nuclear Regulatory Commission (NRC), Office of the Atomic Safety and Licensing Board Panel (ASLBP), intends to issue a sole source award to the Doubletree Hotel Tarrytown to provide external hearing space, audio-visual services, and security guard services in support of the "Evidentiary Hearing in the Indian Point License Renewal Proceeding".


The NRC requires hearing space that meeting the following:

(1) hearing space size 4,250 square feet or larger to handle a multi-party hearing with public interest; (2) chambers space right outside ballroom - this is an immediate exit from where bench would be to chambers without interaction with public and parties; (3) hearing space within 19 miles of Indian Point Reactor; (4) clear exit from courtroom/chambers to outside ("escape" route); (5) public accessible; and (6) has fixed walls that would allow the discussion of proprietary information in a closed hearing.


The Doubletree Hotel Tarrytown is located approximately 19 miles from the Indian Point Reactor and has extensive familiarity with NRC's security and meeting requirements as demonstrated by hosting the Indian Point Hearing in 2012. The Doubletree Hotel Tarrytown is the only facility that can meet NRC's requirements in support of the Evidentiary Hearing in the Indian Point License Renewal Proceeding.


The anticipated period of performance will be November 16, 2015 through November 20, 2015.


This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to latoya.cooper@nrc.gov. No faxed documents will be accepted. If no responsive statements are received by September 14, 2015 at 10:00AM EST, an award will be made to the Doubletree Hotel Tarrytown.
