External Review of Human and Financial Resources
The main reason for this review is the need to take stock of progress made and review current patterns of resource allocation, both human and financial, following the rapid expansion of regional and country operations during the 2003-2008 period. Such a review should provide for an assessment of the adequacy and effectiveness of resources allocated, in light of core roles and the priorities the epidemic is presenting. It also provides an opportunity to demonstrate to key stakeholders that UNAIDS indeed acts on its commitment not only to mobilize greater resources, but also to ensure their effective use.
