THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.

The Environmental Protection Agency (EPA) is performing a "market search" for small businesses in preparation for a future procurement. The purpose of this sources sought notice is for market research to identify capable, qualified small businesses relative to with NAICS code 541715 `Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechology and Biotechnology), with a size standard of 1,000 employees for the performance of this anticipated procurement.

The EPA has a need for a contractor to provide the Office of Research and Development (ORD), Center for Computational Toxicology and Exposure (CCTE) with Bioactivity Profiling of the ToxCast Compound Library requirement. The EPA requires contractor support to use appropriate rapid, high throughput methods on sets of dozens to hundreds of industrial compounds from the growing ToxCast library for exposure relevant measurements. The contractor shall provide exposure relevant measurement of chemical properties, emissions, and/or occurrence for the ToxCast Compound Library. A minimum capacity of 10 chemicals per week is necessary. The EPA will select compounds for evaluation in a minimum of 10 samples and a maximum of 10,000 samples per task order.

Of special interest are:
B?    Data on physicochemical properties (VP, Kow, Koa, HenryB?s Law constant, half lives in environmental media- both indoor and ambient) for refinement of QSAR calculators and expansion into new regions of chemical space;
B?    Data on chemical constituents of and emission rates from sentinel household products, materials and articles
B?    Screening for chemical occurrence in products (e.g., personal care, cleaning, etc), environmental media (e.g., indoor air, house dust, water) and biological media (e.g., serum, urine, blood spot)

CAPABILITY STATEMENT
To help determine if this potential requirement may be set-aside for small business concerns, the government is seeking input from the small business community regarding their interest and capability in performing the tasks reflected in the draft Performance Work Statement (PWS). The Government requests demonstration of capability by interested parties through submittal of capability statements. The government will review the qualifications of interested parties based on their responses regarding capability of performing the draft PWS. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements.
All capability statements must:
1.    Not exceed six (6) single-sided pages in length. Excess pages will not be reviewed.
2.    Be electronically submitted through the FEDCONNECT Portal by the stated deadline.
3.    Include small business classification(s): (Small Business, 8(a), HUBZone, SDB, SDVOSB, WOSB, VOSB, etc.)
4.    Address capabilities relative to the key task areas in the draft Performance Work Statement, in particular:
(a) Capability to provide high throughput physico-chemical properties measurement;
(b) Capability to provide detailed physico-chemical properties measurement;
(c) Capability to determine chemical constituents of products, materials, and/or articles (e.g. clothing, furniture);
(d) Capability to determine chemical emission rate from specific products, materials, and/or articles (e.g. clothing, furniture);     
(e) Capability to screen for occurrence of large numbers of chemicals in samples acquired by the contractor or provided by EPA.

A draft copy of the performance work statement (PWS) is included as an attachment. Interested small business entities with the capability of providing any of the services described in the draft PWS posted at the FedConnect website: https://www.fedconnect.net/ are invited to submit a six (6) page document with sufficient information to clearly demonstrate their ability to provide the services described in the draft PWS, including personnel, experience and qualifications. A description of similar services previously or currently provided shall be provided.

Capabilities Statements in response to this Sources Sought Synopsis MUST BE SUBMITTED THROUGH THE FEDCONNECT PORTAL by 4:00 p.m. EST, on Tuesday, October 22, 2019. Any questions regarding the content of this sources sought synopsis announcement must be submitted through the FedConnect portal. You must register with FedConnect to submit documents, questions, and to view responses. If you do not have a FedConnet registration do not delay in attaining one as the registration process may be lengthy. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA's commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect. Vendors can register with FedConnect at www.fedconnect.net/FedConnect/. In addition, all vendors must be registered in the System for Award Management (SAM), as this facilitates registration for FedConnect. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM.
