The U.S. Army, Army Contracting Command (ACC), New Jersey 07806-5000, on behalf of
the U.S. Army Research, Development and Engineering Command - Armament Research, Development and Engineering Center (RDECOM-ARDEC) is contemplating award of a Blanket Purchase Agreement(s) (BPA) to a contractor (s) that could provide quick response services in the explosive loading and support facilities at Picatinny Arsenal. Specialized loading and support equipment must be maintained, repaired, removed, designed, or installed in explosive loading facilities and support facilities, at Picatinny Arsenal. It is necessary to maintain, remove, modify, repair, design, procure, or install peculiar equipment and support equipment and services within a quick time frame (less than one month). A quick maintenance and repair response capability of 48 hours is needed to sustain the explosive loading operations. The contractor shall have the capability to perform work after hours (normal operating hours 0700 to 1630, after hours defined as 1700 to 0630 and also Saturdays), as to not impact ongoing operations in the explosive loading areas. The contractor will supply all of the labor, manpower, and equipment necessary to remove, repair, perform maintenance, design and procure, and install equipment within any of the explosive areas at Picatinny Arsenal. The contractor has to have the capability and experience in working in explosive environments and experience with safety, energetic, and environmental regulations in explosive environments. The contractor shall adhere to Occupational Safety and Health Administration (OSHA) and Army Explosive Safety Regulations (DA PAM 385-64 and AMC-R 385-100) when performing under the scope of this requirement.


This synopsis is open to all business concerns; however, in accordance with FAR 19.501, the Government's intent is to establish Blanket Purchase Agreements (BPA's) with small businesses. In the event there are not enough responses from responsible, capable small businesses, then large business responses will be considered. All interested and potential firms must be registered in System for Award Management (SAM), and current firms must update their records annually to maintain an active status. Please visit the SAM website to register and update https://www.sam.gov/portal/public/SAM/. However, registration in no way guarantees that a contract or assistance award will be issued.
Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous projects, specific work previously performed or being performed, any in-house research and development effort, and any other specific and pertinent information as pertains to this
particular area of procurement. All information is to be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small and provide your DUNS or Cage Code. Please provide the name of your firm, address, POC, phone/fax number and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. Interested firms/companies are encouraged to submit their capabilities/qualification data NO LATER THAN April 24, 2015. Submittals and questions
