The requirement was previously synopsized and solicited under N0017419R0129. NSWC IHEODTD has a requirement for fabrication, test, inspection, and shipment of Explosive Bolts for the Arresting Cable Release Mechanism (ACRM). The Explosive Bolt must be manufactured in accordance with the technical data package. The requirements of the drawing and Weapons Spec must be met.

Solicitations are ONLY available through download from FedBizOpps at www.fbo.gov. * All offerors must be registered in DOD's SAM (System for Award Management www.sam.gov) with completed and up to date representations and certifications for the NAICS code provided in this posting.


Copies of the solicitation will NOT be emailed, faxed, mailed or provided in person. These types of requests WILL NOT BE ACKNOWLEDGED. This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov NOTE: Offerors must have an active registration in the System for Award Management (SAM at http://www.sam.gov) upon proposal submission to be considered eligible for award. Information regarding registration and annual confirmation requirements is available at 1-866-606-8220 and http://www.sam.gov.


In order to obtain referenced drawings, vendors must be certified as a U.S. or Canadian contractor by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS); form DD2345 must be submitted prior to release of drawings. All interested sources must submit the approved form DD2345 certification to devon.gormley@navy.mil.


Additionally, the above referenced documents are controlled unclassified information (CUI). To receive this CUI electronically, an Offeror must be capable of receiving encrypted e-mails. The DoD has established the External Certification Authority (ECA) program to support the issuance of DoD-approved certificates to industry partners and other external entities and organizations. The ECA program is designed to provide the mechanism for these entities to securely communicate with the DoD and authenticate to DoD Information Systems. Offerors are encouraged to apply for certificates as early as possible in order for processing and receipt of information to be completed in sufficient time to prepare a proposal before solicitation closing. Alternately, this CUI may be sent via AMRDEC.
