It is the Government's intent to award a firm fixed price purchase order for the Experimental Characterization and Testing of an Entangled Microwave Photon Source using a superconducting electronic circuit, which must be maintained at cryogenic temperatures. The period of performance is award of contract through 12 months. Based upon market research, this requirement cannot be met by commercial items; therefore, the Government is not using the policies contained in Federal Acquisition Regulation (FAR) Part 12. Authority Cited: Statutory Authority permitting other than Full and Open Competition for this requirement is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), "When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for". This acquisition will be sole sourced to Georgia State University Research Foundation, 58 Edgewood Ave SE, Atlanta, GA 30303. Georgia State University is the only vendor capable of providing these services. This effort requires state-of-the-art, low temperature measurement capabilities. In particular, testing must be conducted inside a dry dilution refrigerator at milli-Kelvin temperatures. Georgia State University maintains a state-of-the-art, low temperature lab with a full array of cooling technology and instrumentation, including the dry dillution refrigerator. Georgia State University also has unique, internationally recognized subject matter expertise in low temperature testing, device characterization, and solid state physics.
