The Naval Air Systems Command (NAVAIR) intends to issue a Cost Plus Fixed Fee Delivery Order under a Basic Ordering Agreement N00019-16-G-0012, for the Non-Recurring Engineering (NRE) associated with the modification of the H-1, UH-1Y and AH-1Z Generator, Direct Current- 30 volts, 400 AMPERE, part/number 214-175-150-107. Specifically, the contractor shall provide, NRE, logistics support, test and evaluation, program management, submission of technical, administrative and financial documentation in support of the Direct Current Generator Modification. This action will be negotiated and awarded on a Cost Plus Fixed Fee basis with Bell Textron, Inc. (BELL) Texas, in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Bell is the only qualified source which possesses the detailed knowledge of the AH-1Z and UH-1Y aircrafts and components to provide the Direct Current Generator (DC Generator) in a timely and cost effective manner.

This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Bell is the only known company with the knowledge, data and capability to meet the Government's needs.
