This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01.

Request for Quotation (RFQ) number is N66604-19-Q-0814. This requirement is unrestricted as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP). The North American Industry Classification Systems (NAICS) Code is 334515 and the small business size standard is 750 employees.

NUWCDIVNPT intends to award a firm-fixed price (FFP) purchase order for Expendable Conductivity-Temperature-Depth (XBT) systems in accordance with the attached minimum specifications.

The following CLIN Structure applies:

CLIN 0001: LMC-16 DAQ System w/Software and Manual, Quantity: 2 each;
CLIN 0002: LM3A Hand Held Launcher w/100ft Cable, Quantity: 2 each;
CLIN 0003: Test Device BT/SV/CTD, Quantity: 2 each;
CLIN 0004: T-6 XBT Probe (460m) 15 Knots, Quantity: 48 each.

The required delivery date is sixty (60) days After Receipt of Order (ARO). Delivery shall be F.O.B Destination to Naval Station Newport, Newport RI 02841. Please include any applicable shipping charges.

The following clauses and provisions apply to this acquisition:

FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls; DFARS 252.204-7009, Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information; DFARS 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting; DFARS 252.204-7015, Notice of Authorized Disclosure of Information for Litigation Support; and DFARS 252.211-7003, Item Identification and Valuation, may be applicable if the unit prices exceed $5,000.00 resulting in the UID tags being required.

Section 508 is not applicable to this requirement.

Payment will be via Wide Area Workflow.

This requirement will be awarded to the Offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable, the Offeror must quote the item specified in accordance with the NX I-DEAS Software Maintenance Renewal Item list attached to this solicitation, in the required quantities. The Government will consider past performance information in accordance with DFARS Provision 252.213-7000, where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable.

Defense Priorities and Allocations System (DPAS) rating is DO-C9.

Contractors must be registered in the System for Award Management (SAM) ( to be eligible for award. Instructions for registration are available at the websites.

Offerors shall include the following additional information with submissions: point of contact (including phone number and email address), contractor cage code, and contractor DUNS.
