This is a pre-solicitation notice of a proposed contract action in accordance with FAR Subpart 5.201 (b) (1) (ii), as supplemented by information included in this notice.


USAID/Kenya and East Africa (USAID/KEA), seeks to expand the scope of activities under the activity titled "Development Outreach and Communications Support for USAID/KEA" (DOC Services) currently implemented by Management Systems International, Inc. under Contract No. 72062318C00007.


The proposed contract action seeks expand the scope of the existing contract by adding the provision of development and outreach communication services to the USAID Somalia Mission. Under this action, MSI will continue to provide communications support to USAID/KEA in addition to ensuring that the USAID Somalia Mission produces communication products and publications, support events management and interactive engagement opportunities that are focused on strategic intermediate results (IR) and Development Objective (DO) level results for all three operating units (Kenya and East Africa).


This is not a request for proposals. However, the Government may consider all expressions of interest received within fifteen (15) calendar days after the date of publication of this notice. A determination whether to compete this proposed follow-on contract action is based upon responses to this notice, if any, and is solely within the discretion of the Government. Information or responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Therefore, any responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to USAID and would not hinder USAID/KEA objectives.
