The National Aeronautics and Space Administration (NASA), Armstrong Flight Research Center (AFRC), has a flight related developmental effort that necessitates the usage of two general aviation testbed aircraft along with test pilots to fly the aircraft.  The effort, in support of NASA’s Traveler Project, will develop and test a new automatic Air Collision Avoidance System (auto-ACAS) that utilizes a miniature Automatic Dependent Surveillance-Broadcast (ADS-B) as a sensor.  The goal of the program is to develop an auto-ACAS system that can eventually be integrated into a variety of aircraft types (manned, unmanned, fighter, and general aviation).  


NASA/AFRC intends to acquire the aircraft testbed and test pilots services directly from Blackbird Aviation, 4161 Stetson Ave, Rosamond, CA.


Blackbird Aerospace will provide Two Cozy-Aircraft in which one cozy aircraft will be modified and provide pilot services in support of automatic- ACAS development, including ADS-B characterization tests and limited GCAS testing. One Cozy-Aircraft modified and provide pilot services in support of Visual-Navigation System development.


The cited authority is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements".


The Government does not intend to acquire a commercial item using FAR Part 12.


Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on 4 April 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
