SOURCES SOUGHT TECHNICAL DESCRIPTION FOR EXHIBITOR UNIFORMS



INTRODUCTION


This is a Sources Sought Notice only. The Mission and Installation Contracting Command (MICC) - Fort Knox is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide the Exhibitor Uniforms to Technical Descriptions outlined in the attached document. The uniform will consist of the following items for male and female: Short Sleeve Polo Shirt (unisex), Tactical Shorts (men and women), Tactical pants without cargo pockets (men and women), Long Sleeve Performance Shirt (unisex), Softshell Tactical Jacket (men and women), Boots (men and women), Baseball Cap, Belt, and T-Shirt (unisex) with US Army Branding for the US Army Mission Support Battalion, Fort Knox, KY, 40121.


The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.


PROGRAM SCOPE


Uniforms will be ordered by the Government through a delivery order issued to the contract. The contractor shall only provide the product if a delivery order has been issued by the contracting officer. The contractor shall have 30 calendar days from the award date of the delivery order to deliver the order.


A Requirements Type Contract (RTC) is being contemplated. The period of performance for the delivery order is from date of award not to exceed 365 calendar days, with 4 renewable option periods. Minimum and Maximum needs are outlined in attached Technical Descriptions.


The contractor shall prepare a pre-production sample and deliver to the MICC - Fort Knox within 15 days of the contract award date.


The contractor shall provide clothing as specified in the solicitation. All male and female clothing will be of the same style, color, texture, and weight. This procurement is not subject to the restrictions of DFARS 225.7002-1 (implementing 10 U.S.C 2533a, or "the Berry Amendment") because the prime contract will not exceed the Simplified Acquisition Threshold, which is $250,000. The Contractor Officer contemplates making the award scope $250K to minimize the administrative burden if conditions change.


The Government will furnish the artwork/photo and names to the contractor for the polo shirts, jacket, cap, and t-shirt design with the placement of each item upon award. Mock-ups are attached.


Request for Information/Capability Statements: The government is requesting capability statements to determine marketplace capability to perform this requirement. If your organization has the capacity to provide uniforms in manner in keeping with the attached requirements document then please provide the following information:

1) Organization name, address, email address, Web site address, point of contact, telephone number, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.), and business size under NAICS code 315990. Include DUNS number and cage code.

2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The capability statement should also address the following:
• Describe your company's approach and success for providing high quality uniforms on time.
• Are you the manufacturer or distributor for uniforms?
• If you are not the manufacturer, who is the manufacturer?
• Provide a summary of your company's relevant experience within the last five years. References can be commercial or government. Each contractor's reference should include (a) Name of the project, (b) brief description of the project; (c) dollar value of the project; and (d) relevance of the project to the attached Technical Description.


3) Submit questions or concerns you may have with this requirement for the Government's consideration.


SPECIAL REQUIREMENTS


None known at this time.


ELIGIBILITY


The anticipated NAICS code for this requirement is 315990, Apparel Accessories and Other Apparel Manufacturing, with a Small Business Size Standard of 500 employees.


SUBMISSION DETAILS


Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFQ will be accepted prior to its release.


Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Monika Watkins, monika.watkins2.civ@mail.mil, and Contracting Officer, Daniel J. Hereford, Daniel.j.hereford.civ@mail.mil, in either Microsoft Word or Portable Document Format (PDF), via email no later than 9:00 a.m. Eastern Standard Time (EST) on 28 June 2019 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned.


All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
