The Department of Health and Human Services (HHS), Assistant Secretary for Preparedness and Response (ASPR), Office of Resource Management is issuing this combined synoposis/solicitation prepared in accordance with Federal Acquisition Regulation Subpart 16.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued.  This requirement is unrestricted full and open competition.  The solicitation number 75A50119R00047 incorporate provision and clauses that are in effect through the latest Federal Acquisiiton Circula (FAC) 2005-38 effective 03 August 2015 and is a Request for Proposal (RFP) under negotiated procedures, unrestrictive.  This solicitatio is ope nto any7 responsible and responsive vendor.  The North American Industrial Classification System (NAICS) Code is 611430.  The Department of Health and Human Services, ASPR has a requirement for Exercises and Training Development of the ASPR wide operation, systemss policies and administration of the ASPR Corrective Actio Process and comtemplates award of a multiple hybrid contract as a result of this Request For Proposal based on the best value to the Government.  Award will further be evaluated based upon the accedptability of the requred services as described in the Performance Work Statement (PWS), dated 07 December 2018.  The term of the contract is anticipated to be a one-year base IDIQ contract with four one-year option years.

Pursuant to FAR Part 52.204-8, Annual Representations and Certifications, Prospective Contractors must complet on-line Representations and Certifications Applications (ORCA) via the Business Partners Network (BPN) website https://www.sam.gov.

Effective October 1, 2003, FAR Part 4 requires that contractor(s) be registered in the Central Contractor Registration (CCR) now System for Award Management (SAM) prior to award oa any contract.  The website to register in the SAM is https://www.sam.gov. ; The contractor selected is also required to register in the Contract Performance System (CPS prior to award.  The system will be used to evaluate Contractor Performance under the anticipated contract.  Contractors currently registered in CPS nee not re-register.  The following is the website for contractor registration:  http://ocm.od.nih.gov/cdmp/cps-Contractor.htm.
